FDCP AND DILG TAKE A STEP FORWARD TO STREAMLINE THE PROCESS OF SECURING SHOOTING LOCATION PERMITS IN THE PHILIPPINES

MANILA, PHILIPPINES – The Department of the Interior and Local Government (DILG) and the Film Development Council of the Philippines (FDCP) have officially signed the Joint Memorandum Circular (JMC) Guidelines on the Issuance of Shooting Location Permits for Local and Foreign Production Companies.

Media Production Specialist (Video Producer)

Communications Unit

RESPONSIBILITIES:

  1. Produces and prepares promotional and marketing materials to support the audiovisual needs of the FDCP, including but not limited to audiovisual presentations, video capsules, trailers, highlights, for various programs, projects, and events. 
  2. Captures high-quality photographs and videos to document and promote the FDCP programs, projects, and events, while reinforcing the agency’s brand identity.
  3. Ensures that all audiovisual materials comply with the FDCP branding guidelines and standards.
  4. Conceptualizes and implements creative editing approaches to effectively showcase the FDCP programs, projects, and events.
  5. Supports the development and maintenance of workflows and production pipelines within the Communications Unit to ensure the timely delivery of outputs.
  6. Collaborates closely with members of the Communications Unit to streamline content production  processes. 
  7. Performs other related duties and responsibilities as assigned.
     

QUALIFICATIONS:

  1. Education: Bachelor's degree in Art / Design / Creative Multimedia, Advertising / Media or a related field;
  2. Work Experience: At least one (1) year of relevant professional experience, preferably in corporate, agency, or institutional settings (freelance, school org., and volunteer work not included);
  3. Technical Skills: Strong background in photography, videography, and video editing, with proficiency in industry-standard software such as Adobe Premiere, Photoshop, and After Effects;
  4. Core Competencies: Creative, detail-oriented, and adaptable with the ability to manage multiple projects and meet tight deadlines
  5. Additional Requirement: Demonstrates a strong understanding of film, visual storytelling, and digital content trends

Marketing Assistant

RESPONSIBILITIES:

  1. Assist in the developing and implementing marketing strategies for theatrical releases at Cinematheque Centres and commercial cinemas, including digital, print, and social media campaigns;
  2. Coordinate with the Communications Unit to create promotional content;
  3. Work with officers to gather materials for graphic design or press release;
  4. Manage and update social media platforms to promote screenings and engage audiences;
  5. Collaborate with media, bloggers, and influencers to boost awareness and attendance;
  6. Track and analyze marketing campaign performance, providing engagement reports;
  7. Assist in organizing promotional events, talkbacks, and related activities; and
  8. Support the Exhibition team with tasks such as giveaways, content creation, and event assistance.
     

QUALIFICATIONS:

  1. Bachelor’s degree in Marketing, Communications, or a related field;
  2. At least one (1) year in marketing, social media management, or event coordination (Fresh graduates are encouraged to apply);
  3. Film enthusiast with a confident understanding of film language;
  4. Strong organizational and time management skills;
  5. Proficiency in social media platforms and basic marketing tools;
  6. Excellent verbal and written communication skills;
  7. Basic knowledge of graphic design or familiarity with design software.

Planning Officer III (IT Unit Head)

Policy and Planning Division

RESPONSIBILITIES:

  1. Oversee IT Management within the agency and keep the work stations with computer systems running smoothly
  2. Install and configure computer software, hardware, operating systems and applications
  3. Accomplish and implement the FDCP ISSP
  4. Troubleshoot system and network problems
  5. Maintain GovMail and other cloud storage systems
  6. Coordinate with DICT and relevant government agencies on ICT-Related concerns
  7. Recommend IT Systems and programs as necessary
  8. Lead the IT Team to provide ICT-related support for FDCP
  9. Provide technical and research assistance during procurement process for the ICT related purchases
  10. Perform other tasks as may be assigned from time to time by the immediate supervisor

  1. Bachelor's degree relevant to the job
  2. Eight (8) hours of relevant training
  3. Two (2) years of relevant experience

Project Development Officer II

Policy and Planning Division

RESPONSIBILITIES:

  1. Provides assistance in work and financial plans by analyzing past and current data and information and conducts research to provide input to the Management for the effective implementation of plans and programs of the agency and assists in the monitoring/evaluation of employees’ performances by overseeing their accomplishments and productivity in order to identify gaps and provide necessary intervention;
  2. Assist in the preparation of agency reports such as annual accomplishment reports, governance reports, and submissions for national planning requirement
  3. Prepare technical reports, presentations, planning documents, and compliance submissions for oversight agencies.
  4. Assist in monitoring the agency’s performance indicators and targets under government performance management systems.
  5. Support the preparation and consolidation of OPCRs, IPCRs, and other monitoring tools.
  6. Substitutes for other planning officers in case of absence to ensure continuous office operations.
  7. Assist in the board of trustees secretariat functions;
  8. Perform other planning, technical, administrative, and coordination functions as may be assigned by the Planning Division Head, Executive Director, or management.
