FESTIVAL DEVELOPMENT ASSISTANCE PROGRAM (FDAP)

The Festival Development Assistance Program (FDAP) is a support program of the FDCP that aims to nurture and sustain film communities in the Philippines. FDCP believes that film festivals, especially those in the regions, are platforms to discover emerging voices and serve as venues to champion the film culture of a particular locality. Through this program, FDCP connects with regional film communities by providing financial and program support to sustain their respective film festivals and film-related community activities.

 

The FDAP seeks to:

  • Support the professionalization and sustainability of film festivals.
  • Enhance programming quality, audience development, and industry engagement;
  • Encourage innovation, inclusivity, and regional representation;
  • Strengthen partnerships that contribute to the growth of the film and creative industries.

Selected applicants may receive assistance for eligible festival-related expenses, including but not limited to:

  • Financial Assistance: The FDCP can provide financial assistance ranging from up to PHP 150,000.00, in the form of reimbursement, to qualified regional film festivals applying for the program.
  • Cinematheques: Provide four (4) operating Cinematheques as venues for the festival/event, which are located in the following regions: Manila, Iloilo, Negros, and Davao;
  • JuanFlix: The FDCP Channel: JuanFlix: The FDCP Channel is a streaming platform that aims to offer quality content for local and international film enthusiasts, learners, and filmmakers by curating homegrown and world cinema that inspires, enriches, and challenges perspectives.
  • FDCP Film Talks: The FDCP encourages film-related events to have an educational component, such as film workshops, film talks, and fora attached to their activities. Thus, the FDCP offers this audience-development activity through our FDCP Film Talks program
  • Film Review & Classification: The Film Review and Classification Unit under FDCP, in partnership with MTRCB, will facilitate the review and classification of films under the Sineng Pambansa Program. The FDCP also issues rating and classification permits free of charge for films under its programs and events.
  • Publicity Promotion: The FDCP can provide promotional support for the festival through social media postings.
     

To qualify for the program’s support and assistance, one must satisfy the following eligibility requirements:

  1. The Film Festival must be held in its own locality and endorsed by the LGU.
  2. The Film Festival must be registered under the FDCP National Registry for Events and Festivals (NREF). For more information, visit https://nationalregistry.fdcp.ph/.
  3. The proponent must have a clear record with the FDCP and must not have any existing clearance issues from other support and assistance programs. 
     

Interested applicants must submit the following:

  1. Letter of Proposal: Must be addressed to the FDCP Chairman & CEO
  2. Application Form (FDAP Form No. 1)
  3. Festival Information Sheet (FDAP Form No. 1):
    - Festival background and objectives;
    - Proposed dates, venue(s), and format;
    - Program of activities;
    - Target audience and outreach plan;
    - Sustainability and development plan
  4. Detailed line-item budget and funding plan: Detailed breakdown of proposed expenses for the festival.
  5. Endorsement Letter: From the LGU and/or any film-related agency.
  6. FDCP Certificate of National Registry for Events & Festivals (NREF): For applicants not registered in the FDCP National Registry, kindly apply at https://nationalregistry.fdcp.ph/nref/register


We can accept applications with a pending status in the National Registry. Kindly attach a copy of the email confirming that your NR application is currently being processed.
 

Applications will be evaluated based on the following:

  • Relevance and alignment with program objectives;
  • Feasibility and clarity of the proposed plan;
  • Artistic and cultural merit;
  • Audience reach and development strategy;
  • Organizational capacity and track record;
  • Budget appropriateness and sustainability.
     

The program follows a structured application process with two distinct cycles each year, providing flexibility for organizations to submit proposals based on their project timelines.

 

Cycle 1: February 1 to March 2
This cycle is open for applications from February 1 to March 2 and is specifically designed for festivals scheduled to take place between May and September of the same year.

 

Cycle 2: June 1–30
The second cycle is open for applications from June 1 to June 30. This cycle supports festivals that are scheduled to begin between October and May of the following year.

 

These cycles allow applicants to align their project timelines with funding availability, ensuring a smooth transition from proposal submission to festival implementation.


Incomplete or late submissions will not be accepted.

Applicants may submit their complete requirements via:


All files must be clearly subject-labeled as “FDAP Application_Region_Festival” (ex. FDAP Application_Negros Island Region_Margaha Film Festival) and submitted in PDF format.

  • The process may take 7-14 working days from the time of submission of COMPLETE requirements.
  • Approved applicants shall enter into a Memorandum of Agreement (MOA) prior to fund release.
  • Funds shall be released subject to compliance with documentary and reporting requirements.
  • Grantees must properly acknowledge program support in all festival materials.
  • Failure to comply with program guidelines may result in disqualification or termination of support.

Note: All qualified applicants must be notified by the Project Development Officer through email.

Asian Film Commissions Network (AFCNet)

It advocates regional filming in Asia by streamlining information on filming locations, incentives, requirements, and regulations in the region and supporting member organizations in their international co-productions. As of January 2021, the AFCNet has 54 members from 19 countries.

Among the AFCNet events are the AFCNet General Assembly, AFCNet Board Meeting, AFCNet Networking Hour, AFCNet Producer of the Year Award Ceremony, LoMA (Asia Location Market), ASEAN-ROK (Association of Southeast Asian Nations-Republic of Korea) Film Leaders Incubator (FLY), and Link of Cine-Asia (Asian Film Forum & Business Showcase).

The FLY Film Lab, an AFCNet-supported project development program run by the Busan Film Commission, was held in 2019 in Cebu in partnership with the FDCP. It provided mentoring on the scripts of 10 selected filmmakers from ASEAN-ROK member states and held lectures for participants and limited registrants.

ASEAN-ROK FILM ORGANISATION

The purpose of ARFO is to exchange information between ASEAN member countries and ROK film industries, and to further promote and carry out cultural exchange within the Asian film industry through support cooperation. It also seeks to expand beyond the status of the relevant regional cooperative body in the film sector among member countries and to an international organization in charge of film cooperation across Asia when conditions are arranged in the future.

The efforts to form ARFO is backed by the various successes of ASEAN-ROK and Southeast Asian initiatives that FDCP has been ardently supporting. Among these are the ASEAN-ROK FLY Film Lab and Southeast Asia Fiction Film Lab (SEAFIC). FDCP has also mounted its own Project Market and Film Industry Conference with the goal of connecting Filipino talents to ASEAN counterparts. 

Most recently, FDCP hosted the ARFO Workshop Series as a part of the International Film Industry Conference 2021.

Film Cultural Exchange Program

WHO CAN APPLY?
All foreign embassies and recognized diplomatic institutions in the Philippine can avail of the FCEP.

For embassy-led film-related events, FDCP offers:

  • FDCP Ratings - films to be showcased can be exempted from the MTRCB Ratings, and will instead go through our FDCP ratings free-of-charge pursuant to MTRCB and FDCP agreed upon guidelines.
  • OMB Clearance – FDCP can facilitate the release of this export/import clearance which is needed to ship the films to the Philippines through customs.
  • One (1) initial coordination meeting at FDCP office two (2) months before the event.
  • Attendance of FDCP officials and officers during the reception night.

     

For FDCP-partnered events (upon prior approval), FDCP offers:

  • FDCP Ratings - films to be showcased can be exempted from the MTRCB Ratings, and will instead go through our FDCP ratings free-of-charge pursuant to guidelines.
  • OMB Clearance – FDCP can facilitate the release of this import/export clearance needed to ship the films be shipped through Philippine customs.  
  • Cinematheques – For applicable areas, FDCP can provide its Cinematheques as venues for film screenings and events pursuant to Cinematheque requirements and guidelines.
  • Two (2) coordination meetings at the FDCP office, the first one taking place at least one month before the event.
  • Attendance of FDCP officials and officers during the press launch and/or reception night.


Optional:
One (1) FDCP-organized reception at selected FDCP Cinematheque.
One (1) FDCP-organized educational event at selected FDCP Cinematheque. 

FDCP will be open for initial applications twice a year every October (for January to June events of the following year) and March (for July to December events). Only those who applied during the period may be considered by the FDCP.

Requests must be sent through an accomplished form (IR-FCEP No. 1) with complete details during the application period.

Upon approval of the application, the institution involved must sign a contract with the FDCP which certifies its compliance to the FCEP guidelines, including, among others:

  • Complete and timely submission of films for ratings within the agreed upon time frame. For late and incomplete submissions, FDCP will not be able to guarantee the release of the permits on time.
  • Proper recognition of FDCP as an event/Festival partner or supporter, whichever applies, in all collaterals, and press releases and other publicity materials.
  • Submission of post-event report to the FDCP (IR-FCEP Form No. 2) as well as physical promotional collaterals used for the festival/event.
  • Conduct of post-mortem meeting to evaluate the success of the event

PFA is a division under the FDCP that protects and upholds the nation’s historical, cultural, and artistic legacy and heritage by conserving and preserving the audiovisual materials connected to our history and culture. It ultimately endeavors to develop a culture, nation, and public that fully appreciates and is enriched by our country’s audiovisual heritage.

 

With this vision, PFA has taken charge of collecting, archiving, conservation, preservation, management, restoration, and access provision of Filipino films and audiovisual materials produced here or abroad. It has grown its collections to over 31,000 elements to date, ranging from cinematic masterpieces to documentary footage, television shows to sound recordings, and studio productions to independent, orphan, and even experimental films.

 

The PFA aims to make the nation’s history and culture known and accessible through the filmic medium, not only by conserving and preserving but by introducing the moving image of the past into contemporary life.
