MANILA, PHILIPPINES – The Film Development Council of the Philippines (FDCP) officially opens Sine Kabataan 2026, with applications running from February 7 to March 6, 2026.
Now on its 9th edition, Sine Kabataan continues to champion young Filipino filmmakers by providing a platform where fresh voices, bold ideas, and original stories can take shape. The program encourages participants to explore contemporary issues through creative storytelling while building a strong foundation for their journey into the professional film industry.

CREATEPHFILMS LEVELS UP SUPPORT FOR FILIPINO FILMMAKERS IN 2026
MANILA, PHILIPPINES – The Film Development Council of the Philippines (FDCP) officially opens the first cycle of CreatePHFilms for 2026, with applications running from February 6 to 23, 2026.
As FDCP’s flagship local funding program, CreatePHFilms continues to evolve alongside the needs of Filipino filmmakers. This cycle introduces key enhancements designed to provide more targeted support and reflect the growing diversity of film practices in the country.
Three major improvements highlight this year’s first cycle:
Conceptualize and design content for FPO’s various communication platforms (website, social media, ads, etc.)
Collaborate with the communication officer and program leads to ensure all visual outputs align with FPO’s branding, marketing, and strategic objectives;
Create diverse marketing collateral for both prints and digital use, and animations, motion graphics, and AV materials as needed;
Produce innovative visual materials with targeted messaging for international B2B Audiences and global industry counterparts;
Tailor and optimize visual content for various device and digital platforms to maximize audience reach and engagement;
Conduct photo/video coverage and documentation for promotional activities and transform raw footage into compelling materials and highlight reels;
Upload a high standard of creativity and technical precision in all deliverables;
Ensure all promotional materials meet strict brand standards and organizational guidelines;
Perform other related tasks needed by the unit;
Assist in other adhoc responsibilities.
QUALIFICATIONS:
Bachelor’s degree in Visual Communication, Multimedia Arts, Fine Arts, or a related creative field;
At least two (2) years of professional experience within a creative agency or in house creative team;
Proficient in Adobe Creative Suite and professional video editing software;
Has a strong portfolio that demonstrates a range of work including motion, video, and static designs;
Skilled at photography and videography;
Proactive and a self-starter; can work under minimal supervision;
Capable of managing multiple projects simultaneously while meeting deadlines;
Demonstrates good attention to details and can function well in a fast paced environment;
Willing to travel to various locations for events, film sets, or promotional activities as required;
Can handle sensitive information with confidentiality;
A strong creative pulse and sufficient knowledge of the film and audiovisual industry is a significant advantage.
DOCUMENTS TO BE SUBMITTED:
Fully accomplished Personal Data Sheet (PDS) with a recent passport-size picture and Work Experience Sheet (CS Form No. 212, Revised 2025)
Pursuant to Republic Act 9167, the Film Development Council of the Philippines (FDCP) is mandated to create assistance funds to support different stages in the production of quality films, including but not limited to film development, production, post-production, marketing, distribution, exhibition, and archiving practices in the country.
In line with this, FDCP’s CreatePHFilms Funding Program was launched to ensure that the government provides support to filmmakers to complement their efforts in producing quality Filipino films.
Applicants/proponents must meet the following eligibility criteria:
Filipino production company duly registered as a business in the Philippines
Must be a Filipino Writer, Director, or Producer only
Holds or shares the intellectual property (IP) rights of the project, or has permission from the IP rights holder to use the source material
Has all necessary rights to develop, produce, and distribute the project
Duly registered and active member of the FDCP National Registry for Companies (NRC)
Does not have any overdue obligations and/or notice of sanction from any FDCP assistance or funding programs
Must have at least one completed film (short film / feature-length)
Projects that meet all of the following conditions:
For Fiction and Mixed-Media:
Must have a concept paper and project treatment (submission of a working script is only if available)
Mid-length film (min. of 40 minutes, max. of 79 minutes) or a full-length film (at least 80 minutes)
Must be in English or any Filipino language/s (must be subtitled in English)
Proof of minimum 20% secured funding of the proposed budget
For Animation:
Must have a working storyboard/animation dossier
Mid-length film (min. of 40 minutes, max. of 79 minutes) or a full-length film (at least 80 minutes)
Must be in English or any Filipino language/s (must be subtitled in English)
Proof of minimum 20% secured funding of the proposed budget
For Documentary:
Must have a project treatment

Projects that contain pornography, promote violence, issues that insult, offend, and/or portray the Philippines in a negativelight, have themes/topics that threaten national security
Projects that have received a Project Development Grant from CreatePHFilms
Applicants with outstanding obligations or sanctions from any FDCP assistance or funding programs, excluding ongoing contracts that have not yet lapsed

How many projects can I submit? Each applicant may submit a maximum of three (3) projects in a single funding program per cycle. However, only one (1) may be selected.
Can I submit my project more than once? Yes – if your project is not selected, you may reapply in future cycles as long as there are significant creative and/or financial changes made since the last submission.
Can I apply to CreatePHFilms without a production company? Yes – for the Fund for Short Film, individual applicants may apply without a production company, provided that they are registered and an active member of the National Registry (NR).
However, all other CreatePHFilms programs require a production company duly registered and an active member of NR to be eligible for grant.
Can an applicant/production company that has already received support from CreatePHFilms apply for another type of FDCP support? Yes – as long as the applicant/production company attached to the project does not have any overdue obligations or sanctions with any FDCP programs or the project is not applied to another FDCP program with similar grant coverage.
Can an applicant receive feedback from CreatePHFilms if their project was not accepted? While CreatePHFilms appreciate the interest and effort put into each application, the program is unable to provide individual feedback to unselected projects due to the high volume of applications.
Can I apply if I’m currently based abroad? Yes, as long as the applicant is a Filipino, will employ Filipino production crew and staff for the project, and meets all other eligibility requirements.
Will I retain the rights to my project after the workshop? Yes. The filmmaker retains full ownership and intellectual property rights. However, they must comply with FDCP’s acknowledgment and reporting requirements if selected.

Can an applicant receive feedback from CreatePHFilms if their project was not accepted? While CreatePHFilms appreciate the interest and effort put into each application, the program is unable to provide individual feedback to unselected projects due to the high volume of applications.
Can I apply if I’m currently based abroad? Yes, as long as the applicant is a Filipino, will employ Filipino production crew and staff for the project, and meets all other eligibility requirements.
Will I retain the rights to my project after the workshop? Yes. The filmmaker retains full ownership and intellectual property rights. However, they must comply with FDCP’s acknowledgment and reporting requirements if selected.
