Communication Unit

RESPONSIBILITIES:

The Information Officer II serves as the Deputy Head of the Communications Unit and the Creatives Lead Officer. 

Duties and Responsibilities

  1. Creative Leadership & Hands-on Visual Design (Core Function)

 

  • Creative Direction: Lead the conceptualization, creative direction, and visual strategy, for the agency’s branding marketing, advocacy, communications, and multimedia campaigns.
  • Primary Visual Execution: Develop key visual identities, campaign concepts, high-profile print collaterals, and identity branding elements.
  • Brand Integrity: Establish, maintain, and enforce the FDCP’s visual brand guidelines across all communication platforms (digital, print, and video assets) to ensure absolute consistency.
  • Team Mentorship: Review, refine, and sign off on the outputs of the multimedia creators, graphic designers, and video editors.

 

  1. Team Leadership & Supervision

 

  • Officer-in-Charge: Serve as Officer-in-Charge of the Communications Unit during the absence or unavailability of the Head of Communications. 
  • Strategic Planning: Collaborate with the Unit Head to map out annual budgets, visual production goals, and campaign timelines.
  • Cross-Functional Collaboration: Coordinate closely with the Project Lead Officer to ensure the timely delivery of communication materials for agency programs, projects, and events.

 

  1. Administrative & Financial Duties

 

  • Document Approval: Review and sign internal administrative documents, purchase requests, and clearances at the deputy level.
  • Petty Cash Custodianship: Serve as the unit's designated petty cash custodian, managing minor operational expenses with strict transparency and accountability.

QUALIFICATIONS:

  1. Education: Bachelor's degree in Fine Arts, Graphic Design, Creative Multimedia, Advertising, Mass Communication, or any related field.
  2. Work Experience: At least two (2) years of relevant professional experience, preferably gained from an advertising agency, corporate marketing department, or creative institution (Note: Freelance, school organizations, and volunteer work are excluded).
  3. Training: At least eight (8) hours of relevant training.
  4. Eligibility: Career Service Professional (Second Level Eligibility) / PD 907 (Honor Graduate) / RA 1080.

Technical & Personal Competencies:

  • Advanced proficiency in the Adobe Creative Suite (Photoshop, Illustrator, InDesign)
  • Strong portfolio demonstrating exceptional typography, layout, and brand identity design.
  • Excellent leadership, project management, and time-management skills.
  • High attention to detail, flexibility, and the ability to thrive under tight deadlines.
