PHILIPPINE EMBASSIES ASSISTANCE PROGRAM

The Philippine Embassies Assistance Program (PEAP) is an initiative of the Film Development Council of the Philippines (FDCP) under the International Assistance Program of the Festivals Division, in partnership with the Department of Foreign Affairs (DFA), that aims to promote Philippine cinema and Filipino culture internationally through film screenings organized by Philippine embassies and consulates abroad.

Through the program, the FDCP facilitates access to Filipino films for non-commercial cultural screenings, supporting the Embassy’s efforts to showcase the country’s cinematic heritage, promote Filipino storytelling, and strengthen cultural diplomacy and people-to-people ties with host countries.

The program provides film assistance free of charge for non-commercial screenings held within Philippine Embassy or Consulate premises, subject to the availability of films, filmmaker or producer approval, and compliance with the applicable PEAP guidelines. Requests for screenings outside Embassy or Consulate premises are subject to separate arrangements and may require screening fees or additional permissions.

The program is open to all Philippine Embassies and Consulates worldwide seeking to organize non-commercial film screenings and cultural activities that promote Philippine cinema, Filipino culture, and the country’s cinematic heritage abroad, subject to the PEAP guidelines and applicable requirements.

The Film Development Council of the Philippines (FDCP), through the Festivals Division’s International Assistance Program, may provide the following forms of support, subject to evaluation and approval:

 1. Curated Film Titles

The Film Development Council of the Philippines (FDCP), through the PEAP, provides a curated selection of Filipino films that Philippine Embassies and Consulates worldwide may request for non-commercial film screenings. The collection includes short films, feature-length films, documentaries, classic films, and restored classic films.

Embassies and Consulates wishing to request films from the FDCP film library must submit their applications at least three (3) months before the scheduled event. This lead time applies to all film requests. Late applications may be declined or require rescheduling, subject to the FDCP’s assessment and processing capacity. All film requests are subject to the approval of the respective filmmakers, producers, and/or rights holders, as well as film availability.

2. Digital Cinema Package (DCP)

The PEAP may facilitate the provision of film copies in Digital Cinema Package (DCP) format, subject to availability and the necessary approvals. Requests must be submitted at least three (3) months before the scheduled screening to allow sufficient time for processing and delivery arrangements.

Embassies and Consulates requesting DCP copies are required to provide their diplomatic pouch schedule to facilitate the coordination and timely delivery of film materials. Please note that all DCP copies must be returned to the FDCP after the screening. The requesting Embassy or Consulate must also submit a FDCP-PEAP Certificate of Destruction, provided by the PEAP officer-in-charge, upon the completion of the screening and destruction of the film copy, in accordance with the program's guidelines.

3. Subtitling Assistance

Embassies and Consulates may request subtitles in the language required for their respective posts, subject to the availability of existing subtitle files, budgetary considerations, and approval. Requests for subtitling must be submitted at least three (3) months before the scheduled event, or earlier depending on the number of films requested and the scope of the subtitling requirements. The availability of existing SubRip Subtitle (SRT) files will also be considered during processing.

4. Promotional and Publicity Support

The PEAP may assist in promoting approved Embassy and Consulate film screening activities through the FDCP’s official communication and publicity platforms.

To facilitate promotional coordination, participating Embassies and Consulates must submit their official institutional logos in PNG or JPEG format via email to embassysupport@fdcp.gov.ph.

Embassies and Consulates are encouraged to provide event details and available promotional materials in advance to allow sufficient time for coordination and publicity.
